In June, 1999 29 European ministers of education signed a declaration in the Italian city of Bologna with the view of establishing a single European higher education space and promoting the European higher education system world-wide. In order to facilitate the implementation of the provisions of the declaration universal criteria are being set to evaluate the quality of education. Credits system, two-level higher education system and mutual recognition of certificates of higher education are other important innovations being introduced.
Moscow University of Industry and Finance has become one of the first in Russia to follow the requirements of the Bologna declaration.
